The City of Auburn is issuing a Notice of Application (NOA) and using the Optional Determination of NonSignificance (ODNS) process for the following described project. The City expects to issue a DNS for this project. The permit applications and listed studies may be reviewed at the Auburn Department of Community Development at One E Main St., 2nd Floor, Customer Service Center, Auburn, WA 98001 and by visiting www.auburnwa.gov/landuse.
Proposal: The Auburn 18 Business Park is proposed to be redeveloped to include a +/-612,000 SF Build-To-Suit (BTS) Warehouse & Distribution Building and a +/-1,061,760 SF Speculative Warehouse & Distribution Building. With the proposed development, the existing GSA Administration Building, the Le Petite Academy Day Care Building, and Buildings 3 – 9 will be demolished. Buildings 1, 2 and 10 will remain. The site currently has two (2) access drives on 15th Street SW and three (3) access drives on C Street SW. The proposed BTS will utilize one (1) of the existing driveway entrances on 15th Street SW. The most westerly driveway will be removed. In addition, the BTS portion of the project will utilize one (1) of the existing driveways on C Street SW and will remove one (1) of the existing driveways. A new access drive will be added on C Street SW to access the Speculative Building, and the most Southern existing driveway will remain to serve Existing Buildings 1, 2 & 10, as well as the proposed Speculative Building. The BTS building will have employee/visitor parking located at the NW corner of the development. New rail spurs will serve this site, both inside and to the east of the building. The west and south side of the BTS building will be used as outdoor storage. The east side of the BTS building will be used for truck and trailer parking. The Speculative Building will have employee/visitor parking on the south and north side, with truck and trailer parking located on both the east and west side of the building.
Location: The location of the project is in the City of Auburn, WA on tax parcel 2421049004. The address is 2899 C Street SW Auburn WA 98001. Section 24 & 25 Township 21N Range 04E.

Statement of Consistency and List of Applicable Development Regulations: This proposal is subject to and shall be consistent with the Auburn City Code, Comprehensive Plan, and Public Works Design and Construction Standards.
SEPA Environmental Review: The City of Auburn has reviewed the proposed project for probable adverse environmental impacts and expects to issue a determination of nonsignificance (DNS) for this project. This determination is based on the following findings and conclusions:
The proposal does not deviate from the existing use or current impacts from how the site currently operates. The proposal is redevelopment of the existing use. Any potential impacts could only occur during construction and have been identified. Potential impacts include erosion during construction to be mitigated with best practices for erosion prevention and sediment control as well as dust emissions from associated construction which will be prevented and mitigated by watering and cleaning the site as needed. Upon completion of the redevelopment, infiltration will be the proposed stormwater mitigation. Stormwater runoff from the proposed development is not anticipated to leave the site.
The optional DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed project.
Public Comment Period: This may be your only opportunity to comment on the environmental impact of the proposal. All persons may comment on this application. Comments must be in writing and submitted by 5:00 PM on February 13, 2025, to the mailing address of 25 W Main St., Auburn, WA, 98001 or emailed to the contact below. Any person wishing to become a party of record, shall include in their comments that they wish to receive notice of and participate in any hearings, if relevant, and request a copy of decisions once made.
Any person aggrieved of the City's determination may file an appeal with the Auburn City Clerk at 25 West Main Street, Auburn, WA 98001-4998 within 14 days of the close of the comment period, or by 5:00 PM on February 27, 2025.
