The City of Auburn is issuing a Notice of Application (NOA), SEPA Determination of Non-Significance (DNS), and Notice of Public Hearing (NOH) for the following described project. The project application and listed studies may be reviewed by contacting the Department of Community Development at [email protected].  
 
Proposal: Preliminary plat application to subdivide approximately 15.94 acres into 49 single-family residential lots. The project site is zoned R-5, Residential, which allows 4-5 dwelling units per acre, and R-1, Residential, which allows 1 dwelling unit per acre. The proposed lots zoned R-5 range in size from 5,123 square feet (sf.) to 7,730 sf. The proposed lots zoned R-1 range in size from 8,023 sf. to 10,358 sf. The plat will extend a new public road (“Road A”) approximately 490 feet west off of 112th Ave. SE and which will terminate in a cul-de-sac.  Within the project site, one new road (“Road B”) will run perpendicular (north-south) to Road A. Another new road (“Road C”) will extend west off of Road B. Two shared access and utility tracts (D and K) will extend off of Road A. One shared access and utility tract (Tract J) will extend off of Road B. Another shared access and utility tract (Tract L) will extend off of Road C. An emergency vehicle access tract (Tract A) will extend off of Road B and connect to 112th Ave. SE. Four open space/park tracts (B, C, E, and H) are proposed within the project site. Stormwater will be managed onsite via one stormwater detention pond (Tract F).  Access to Tract F will be provided by a 20 foot public storm easement between proposed Lots 23 and 24. Lakehaven water and sewer will be extended from through the site to service each lot. An geologic hazard area and its associated buffer will be placed into separate tracts (Tract G). 
 
Location: The project site is located west of the intersection of 112th Ave. SE and SE 309th St. within NE¼ of Section 8, Township 21, Range 5. King County Assessor Parcel Nos. 3339400235, 3339400242, 3339400240, 3339400230, 3339400236, 3339400295.

Statement of Consistency and List of Applicable Development Regulations:  This proposal is subject to and shall be consistent with the Auburn City Code, Comprehensive Plan, and Public Works Design and Construction Standards. 
 
Lead Agency: 
City of Auburn. The lead agency for this proposal has determined that it does not have probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.  
 
Public Comment Period: This may be your only opportunity to comment on the environmental impact of the proposal. All persons may comment on this application. This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 15 days from the date issued below. Comments must be in writing and submitted by 5:00 PM on December 26, 2023 to the mailing address of 25 W Main St., Auburn, WA, 98001 or to [email protected]. Any person wishing to become a party of record, shall include in their comments that they wish to receive notice of and participate in any hearings, if relevant, and request a copy of decisions once made. Any person aggrieved of the City's determination may file an appeal with the Auburn City Clerk at 25 W Main St., Auburn, WA 98001-4998 within 14 days of the close of the comment period, or by 5:00 PM on January 9, 2024. 

Public Hearing: The Hearing Examiner will conduct a public hearing on Preliminary Plat on January 17, 2024 at 2:00 PM. The public hearing will be held in person and virtually. Written comments may be either emailed or mailed attention to the contact person below to 25 W Main St., Auburn WA, 98001.
