The City of Auburn is issuing a Notice of Application (NOA) using the optional process for Determination of Non-Significance (DNS) for the following described project. The applications and listed studies may be reviewed at the Auburn Department of Community Development at One E Main St., 2nd Floor, Customer Service Center, Auburn, WA 98001 and by visiting www.auburnwa.gov/landuse.

Proposal: The project will improve multi-modal access/circulation to/from Downtown Auburn, including Auburn Transit Station. A new northbound/southbound (NB/SB) pedestrian crosswalk at the 3rd St. NE intersection with Auburn Ave., reduced radii to accommodate new pedestrian crossing and access for larger vehicles while reducing the speed of traffic. On 4th St., between Auburn Way and Auburn Ave., will be re-chanelized providing three eastbound (EB) lanes and a single WB lane increasing vehicle storage for EB traffic. A NB left turning pocket will be created on Auburn Ave. At 3rd St. to accommodate NB & westbound (WB) left turns, relieving congestion on Main St. and create a new route through Downtown, across the BNSF Railroad. A retaining wall on the SE corner of 4th St./Auburn Way intersection will be relocated within the right-of-way (ROW) allowing the relocation of the signal pole and bulb to accommodate ADA ramp and pedestrian access route. New streetlights will be installed in the project area. 

Location: The proposed project is located along connected portion of three streets: Auburn Ave., between 4th St. NE and the alleyway between 2nd & 3rd St NE; 3rd St NE, between B St. NE and Auburn Ave; & 4th St. NE, between Auburn Ave. & Auburn Way N.  These streets are in Section 18, Township 21 N, Range 04E, W.M. quarter section NW-18-21-5.

This proposal is subject to and shall be consistent with the Auburn City Code, Comprehensive Plan, and Public Works Design and Construction Standards.

Lead Agency:
City of Auburn

The lead agency for this proposal has determined that it does not have probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after reviewing a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. 

Public Comment Period:
This may be your only opportunity to comment on the environmental impact of the proposal. All persons may comment on this application. This determination is issued using the Optional DNS process in WAC 197-11-355; the lead agency will not act on this proposal for 15 days from the date issued below. Comments must be in writing and submitted by 5:00 PM on December 29, 2023, to the mailing address of 25 W Main St., Auburn, WA, 98001 or to the contact email address below. Any person wishing to become a party of record shall include in their comments that they wish to receive notice of and participate in any hearings, request a copy of decisions once made, and be made aware of appeal rights. Any person aggrieved of the City’s determination may file an appeal with the Auburn City Clerk at 25 W Main St., Auburn, WA 98001- 4998 within 15 days of the close of the comment period, or by 5:00 PM on January 9, 2024.
