The City of Auburn is issuing a Determination of Non-Significance (DNS) for the following described project. The permit applications and listed studies may be reviewed at the Auburn Department of Community Development at One E Main St., 2nd Floor, Customer Service Center, Auburn, WA 98001.

Proposal: Amend Chapter 18.04 and Sections 18.07.020, 18.23.030, 18.25.020, 18.31.130, 18.31.160 and create new Section 18.46A.070 to comply with RCW 35.21.683 “Transitional housing, permanent supportive housing, indoor emergency shelters, and indoor emergency housing” and RCW 36.01.290 “Hosting the homeless by religious organizations—When authorized—Requirements—Prohibitions on local actions”. Also amending ACC Section 18.52.020 to comply with RCW 36.70A.620(2) “Minimum residential parking requirements” and ACC Section 18.31.130(D) to comply with RCW 35A.21.314 “Code city may not limit number of unrelated persons occupying a household or dwelling unit—Exceptions”.

Statement of Consistency and List of Applicable Development Regulations:  This proposal is subject to and shall be consistent with the Auburn City Code, Comprehensive Plan, and Public Works Design and Construction Standards.

Lead Agency: City of Auburn. The lead agency for this proposal has determined that it does not have probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. 

SEPA Environmental Review: This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date below.

Public Comment Period: This may be your only opportunity to comment on the environmental impact of the proposal. All persons may comment on this application. Comments must be in writing and submitted by 5:00 p.m. on February 25, 2025 to the mailing address of 25 W Main St., Auburn, WA, 98001 or emailed to the contact below. Any person wishing to become a party of record, shall include in their comments that they wish to receive notice of and participate in any hearings, if relevant, and request a copy of decisions once made. The responsible official will reconsider the DNS based on timely comments and may retain, modify, or, if significant adverse impacts are likely, withdraw the DNS.  If the DNS is retained, it will be final after the expiration of the comment deadline.   

Any person aggrieved of the City's determination may file an appeal with the Auburn City Clerk at 25 West Main Street, Auburn, WA 98001-4998 within 14 days of the close of the comment period, or by 5:00 PM on March 11, 2025.
