The City of Auburn is issuing a Notice of Public Hearing and SEPA DNS for the following described project. The project permit application and listed studies may be reviewed at the Auburn Department of Community Development at One E Main St., 2nd Floor, Customer Service Center, Auburn, WA 98001.

Proposal: Preliminary plat application to subdivide approximately 11.42 acres into 54 single-family residential lots. The site is zoned R-5, Residential, which allows 4-5 dwelling units per acre. The proposed lots range in size from 4,500 square feet (sq. ft.) to 8,401 sq. ft. The plat will extend 2 new public roads, “Road A” approximately 1,100 feet east off of 51st Ave. S and will terminate in a cul-de-sac, and “Road B” approximately 170 ft. north off of “Road A” and which will terminate in a cul-de-sac. Three shared access and utility tracts (D, E, and F) will extend off of Road A. One shared access/emergency vehicle access tract (C) will extend off of Road A. One utility access tract (A) will extend off of Road B. Stormwater will be managed onsite via one stormwater detention pond (Tract K). Lakehaven water and sewer will be extended through the site to service each lot. An open space and monument tract (Tract J) will be located off of Tract C. Existing wetlands and associated buffers will be placed into separate tracts (G, H, and I).

Location: The site is currently addressed at 32526 51st Ave. S., within NW ¼ of Section 14, Township 21 N, Range 04 E, W.M. King County Assessor Parcel Nos. 9262800230, 9262800263, and 9262800225.

Statement of Consistency and List of Applicable Development Regulations:  This proposal is subject to and shall be consistent with the Auburn City Code, Comprehensive Plan, and Public Works Design and Construction Standards.

Lead Agency: City of Auburn. The lead agency for this proposal has determined that it does not have probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. 

SEPA Environmental Review: This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date below.

Public Comment Period: This may be your only opportunity to comment on the environmental impact of the proposal. All persons may comment on this application. Comments must be in writing and submitted by 5:00 PM on February 10, 2025 to the mailing address of 25 W Main St., Auburn, WA, 98001 or emailed to the contact below. Any person wishing to become a party of record, shall include in their comments that they wish to receive notice of and participate in any hearings, if relevant, and request a copy of decisions once made. The responsible official will reconsider the DNS based on timely comments and may retain, modify, or, if significant adverse impacts are likely, withdraw the DNS.  If the DNS is retained, it will be final after the expiration of the comment deadline.   

Any person aggrieved of the City's determination may file an appeal with the Auburn City Clerk at 25 West Main St., Auburn, WA 98001-4998 within 14 days of the close of the comment period, or by 5:00 PM on February 24, 2025.

Public Hearing: The Hearing Examiner will conduct a public hearing on Preliminary Plat on February 26, 2025 at 3:30 PM. The public hearing will be held in person and virtually. Written comments may be either emailed or mailed attention to the contact person below to 25 W Main St., Auburn WA, 98001. Please note mailed comments may not be received by City Staff on time for inclusion in the packet provided to the Hearing Examiner.  Any person wishing to become a party of record, shall include in their comments that they wish to receive notice of and participate in any hearings, if relevant, and request a copy of decisions once made.
