The City of Auburn is issuing a Notice of Application (NOA) and a Determination of Non-Significance (ODNS), using the optional process, for the following described project. The permit applications and listed studies may be reviewed at the Auburn Department of Community Development at One E Main St., 2nd Floor, Customer Service Center, Auburn, WA 98001 and by visiting www.auburnwa.gov/landuse.

Proposal: The project consists of installing an Automated Weather Observing Station (AWOS), an airport tip-down pole and beacon light, and a generator to provide backup for operating these facilities in the event of a power failure (the generator would also be used to backup other airport lighting during power outages).  The existing hangar-mounted beacon will be demolished. The proposed AWOS and beacon will be located on the west side of Runway 17/35 in an area that is dominated by a wetland. The AWOS and beacon will not be in the wetland but will be within the wetland buffer.  The project will include site grading, drainage improvements, and concrete foundation installations for the AWOS and beacon equipment, and developing a gravel access road.

Location: The airport is located at 2143 E Street NE, Suite 1 Auburn, WA 98002 within Section 12, Township 21 North, Range 4 East and Section 7, Township 21 North, Range 5 East, Willamette Meridian, Parcel Number 0000800009. The AWOS and beacon are proposed to be located in the Southwest portion of the parcel.

Statement of Consistency and List of Applicable Development Regulations:  This proposal is subject to and shall be consistent with the Auburn City Code, Comprehensive Plan, and Public Works Design and Construction Standards.

Lead Agency: City of Auburn. The lead agency for this proposal has determined that it does not have probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. 

SEPA Environmental Review: The optional DNS process in WAC 197-11-355 is being used. The lead agency will not act on this proposal for 15 days from the date issued below. The City of Auburn has reviewed the proposed project for probable adverse environmental impacts and expects to issue a determination of nonsignificance (DNS) for this project.

Public Comment Period: This may be your only opportunity to comment on the environmental impact of the proposal. All persons may comment on this application. Comments must be in writing and submitted by 5:00 PM on January 30, 2025, to the mailing address of 25 W Main St., Auburn, WA, 98001 or emailed to the contact below. Any person wishing to become a party of record, shall include in their comments that they wish to receive notice of and participate in any hearings, if relevant, and request a copy of decisions once made. The responsible official will reconsider the DNS based on timely comments and may retain, modify, or, if significant adverse impacts are likely, withdraw the DNS.  If the DNS is retained, it will be final after the expiration of the comment deadline.   

Any person aggrieved of the City's determination may file an appeal with the Auburn City Clerk at 25 West Main Street, Auburn, WA 98001-4998 within 14 days of the close of the comment period, or by 5:00 PM on February 13, 2025.
