The City of Auburn is issuing a Notice of Application (NOA) and a Determination of Non-Significance (ODNS), using the optional process for the following described project. The permit applications and listed studies may be reviewed at the Auburn Department of Community Development at One E Main St., 2nd Floor, Customer Service Center, Auburn, WA 98001 and by visiting www.auburnwa.gov/landuse.

Proposal: Lexi, LLC is proposing to develop two mixed-use projects; Kayla East and Kayla West. Kayla East will be located on the assemblage of four parcels consisting of approximately 0.56 acres. The project includes construction of a 129,734 square foot mixed residential and commercial building with up to 111 residential units and 3 commercial live-work units. Kayla West is located at 101 A Street SW which is 12,000 square feet. The project includes construction of a 52,095 square foot mixed residential and commercial building with up to 45 residential units and 3 commercial live-work units, along with associate site improvements including structured parking and public water and sewer service.

Location: The project site is located south of the t-intersection of 3rd St SW and A St SW with building sites both east and west of A St SW, parcel nos. 3953900150, 6350000100, 3953900140, 6350000090, and 3953900130, within Section 13, Township 21, Range 4 SE.

Statement of Consistency and List of Applicable Development Regulations:  This proposal is subject to and shall be consistent with the Auburn City Code, Comprehensive Plan, and Public Works Design and Construction Standards.

Lead Agency: City of Auburn. The lead agency for this proposal has determined that it does not have probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. 

SEPA Environmental Review: The optional DNS process in WAC 197-11-355 is being used. The lead agency will not act on this proposal for 15 days from the date issued below. The City of Auburn has reviewed the proposed project for probable adverse environmental impacts and expects to issue a determination of nonsignificance (DNS) for this project.

Public Comment Period: This may be your only opportunity to comment on the environmental impact of the proposal. All persons may comment on this application. Comments must be in writing and submitted by 5:00 PM on January 24, 2025 to the mailing address of 25 W Main St., Auburn, WA, 98001 or emailed to the contact below. Any person wishing to become a party of record, shall include in their comments that they wish to receive notice of and participate in any hearings, if relevant, and request a copy of decisions once made. The responsible official will reconsider the DNS based on timely comments and may retain, modify, or, if significant adverse impacts are likely, withdraw the DNS.  If the DNS is retained, it will be final after the expiration of the comment deadline.   

Written comments may be either emailed or mailed attention to the contact person below to 25 W Main St., Auburn WA, 98001. Please note mailed comments may not be received by City Staff on time for inclusion in the packet provided to the Hearing Examiner.  Any person wishing to become a party of record, shall include in their comments that they wish to receive notice of and participate in any hearings, if relevant, and request a copy of decisions once made.
