The City of Auburn is issuing a Notice of Application (NOA) a Determination of Non-Significance (ODNS), using the optional process, and Notice of Public Hearing (NOH) for the following described project. The permit applications and listed studies may be reviewed at the Auburn Department of Community Development at One E Main St., 2nd Floor, Customer Service Center, Auburn, WA 98001 and by visiting www.auburnwa.gov/landuse.

Proposal: Maher Joudi, D.R. STRONG Consulting Engineers, on behalf of Robert Fitzmaurice, Taylor Development is proposing a single-family subdivision on 4.04 acres in the Residential 7, Seven Dwelling Units per Acre zoning district. Based on the site plan submitted, the development will consist of 22 residential lots, a stormwater facility located in the northwest corner of the site, and a central roadway from 112th Avenue SE extending to a cul-de-sac on the east side of the site. An area in the northeast portion of the site meets the criteria of a Class IV Very High Landslide hazard due to the greater than 40 percent slopes and alteration of this area is not allowed.

Location: The project site consists of a 175,808 square foot/4.04-acre parcel located about 219 feet southeast of the intersection of SE 312th Street and 112th Avenue SE, within SE ¼ of Section 8, Township 21 North and Range 5 East W.M, King County Parcel No. 3339400060.

Statement of Consistency and List of Applicable Development Regulations:  This proposal is subject to and shall be consistent with the Auburn City Code, Comprehensive Plan, and Public Works Design and Construction Standards.

Lead Agency: City of Auburn. The lead agency for this proposal has determined that it does not have probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. 

SEPA Environmental Review: The optional DNS process in WAC 197-11-355 is being used. The lead agency will not act on this proposal for 15 days from the date issued below. The City of Auburn has reviewed the proposed project for probable adverse environmental impacts and expects to issue a determination of nonsignificance (DNS) for this project.

Public Comment Period: This may be your only opportunity to comment on the environmental impact of the proposal. All persons may comment on this application. Comments must be in writing and submitted by 5:00 PM on September 10, 2024 to the mailing address of 25 W Main St., Auburn, WA, 98001 or emailed to the contact below. Any person wishing to become a party of record, shall include in their comments that they wish to receive notice of and participate in any hearings, if relevant, and request a copy of decisions once made. The responsible official will reconsider the DNS based on timely comments and may retain, modify, or, if significant adverse impacts are likely, withdraw the DNS.  If the DNS is retained, it will be final after the expiration of the comment deadline.   

Public Hearing: The Hearing Examiner will conduct a public hearing on the Preliminary Plat on October 16, 2024 at 5:30 PM. The public hearing will be held in person and virtually. Written comments may be either emailed or mailed attention to the contact person below to 25 W Main St., Auburn WA, 98001. Please note mailed comments may not be received by City Staff on time for inclusion in the packet provided to the Hearing Examiner.  Any person wishing to become a party of record, shall include in their comments that they wish to receive notice of and participate in any hearings, if relevant, and request a copy of decisions once made.
