NOTICE OF SEPA ADDENDUM TO APPROVED
PRELIMINARY PLAT OF DIAMOND VALLEY ESTATES

The City of Auburn is issuing a Notice of SEPA Addendum for the following described project. The permit applications and listed studies may be reviewed at the Auburn Department of Community Development at One E Main St., 2nd Floor, Customer Service Center, Auburn, WA 98001 and by visiting www.auburnwa.gov/landuse.

Proposal: Supplemental wetland mitigation for Wetlands E, F and G associated with the approved preliminary plat of Diamond Valley Estates (City File Nos. PLT14-0006 and PLT23-0007) for which wetland mitigation has already been approved for Wetlands A-D. The preliminary plat approval granted by the Hearing Examiner for the City of Auburn on February 8, 2017, identified four (4) onsite wetlands (Wetlands A-D). Wetland D was approved to be filled with mitigation to be provided via the purchase of Wetland Mitigation Bank credits. During the processing of the JARPA application by Ecology to fill Wetland D, three additional wetlands (E, F, and G) were found onsite. Wetlands E and F were determined to be isolated like Wetland D and will be filled and mitigated via the purchase of additional Wetland Mitigation Bank credits. Wetland G will remain undisturbed, but the buffer will be impacted by site grading, resulting in indirect impacts that will be mitigated by purchasing more Wetland Mitigation Bank credits.

Location: The project site consists of three parcels, King County Parcel Nos. 3221059011, 3221059030 and 3221059010. The project is located near the southerly city limits of Auburn along Evergreen Way SE between Quincy Ave. SE and Udall Ave. SE.

Statement of Consistency and List of Applicable Development Regulations: This proposal is subject to and shall be consistent with the Auburn City Code, Comprehensive Plan, and Public Works Design and Construction Standards.

Lead Agency: City of Auburn. The lead agency for this proposal has determined that it does not have probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. 

SEPA Environmental Review: This Addendum is issued under WAC 197-11-625(5) – “Agencies are encouraged to circulate addenda to interested persons. Unless otherwise provided in these rules, however, agencies are not required to circulate an addendum.”
