Auburn Maintenance and Operations Facility Improvement

The City of Auburn is issuing a Notice of Application (NOA) and a Determination of Non-Significance (ODNS), using the optional process, for the following described project. The permit applications and listed studies may be reviewed at the Auburn Department of Community Development at One E Main St., 2nd Floor, Customer Service Center, Auburn, WA 98001 and by visiting www.auburnwa.gov/landuse.
Proposal: This project is for the City of Auburn, titled Public Works Maintenance and Operations Facility Improvements Phase 1. This includes the construction of a new vehicle shop addition to the existing Auburn Maintenance and Operations Main Building. The addition, which creates a new 6-bay vehicle shop, includes two toilet rooms, office space, and uniform storage closet. A new sprinkler system for the addition will be connect to the existing system. New plumbing, HVAC and electrical systems are included, with a new electrical service for the entire existing and new building to be installed.
The existing parking stalls will be reconfigured, including demolition of the adjacent planter. Site grading includes over-excavation and import of structural fill under the addition, re-contouring as needed. Site utility revisions to accommodate the new plan, including storm, water, and sewer system relocation and renovations.
Location: The project site consists of one parcel (no. 2421049073) located at 1305 C St. NW 98001. Quarter-section-township-range NE-24-21-4.

Statement of Consistency and List of Applicable Development Regulations: This proposal is subject to and shall be consistent with the Auburn City Code, Comprehensive Plan, and Public Works Design and Construction Standards.
Lead Agency: City of Auburn. The lead agency for this proposal has determined that it does not have probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.
SEPA Environmental Review: The optional DNS process in WAC 197-11-355 is being used. The lead agency will not act on this proposal for 15 days from the date issued below. The City of Auburn has reviewed the proposed project for probable adverse environmental impacts and expects to issue a determination of non-significance (DNS) for this project.
Public Comment Period: This may be your only opportunity to comment on the environmental impact of the proposal. All persons may comment on this application. Comments must be in writing and submitted by 5:00 PM on July 26, 2024, to the mailing address of 25 W Main St., Auburn, WA, 98001 or emailed to the contact below. Any person wishing to become a party of record, shall include in their comments that they wish to receive notice of and participate in any hearings, if relevant, and request a copy of decisions once made. The responsible official will reconsider the DNS based on timely comments and may retain, modify, or, if significant adverse impacts are likely, withdraw the DNS. If the DNS is retained, it will be final after the expiration of the comment deadline.
Any person aggrieved of the City's determination may file an appeal with the Auburn City Clerk at 25 West Main St., Auburn, WA 98001-4998 within 14 days of the close of the comment period, or by 5:00 PM on August 9, 2024
