The City of Auburn is issuing a Notice of Application (NOA) using the optional process for Determination of Non-Significance (DNS) for the following described project. The applications and listed studies may be reviewed at the Auburn Department of Community Development at One E Main St., 2nd Floor, Customer Service Center, Auburn, WA 98001 and by visiting www.auburnwa.gov/landuse.

Proposal: The City of Auburn proposes developing the 104th Ave. SE Green River Site into a community park to expand and create safe access to the Green River. The proposal for this 14.73-acre site includes the development of 37 parking stalls, improved river access, a 0.68-mile gravel trail looping through the site, a picnic shelter, interpretive kiosk, drinking fountain, restroom building, large open spaces for general recreation, along with removal of invasive species and replanting of native species. The park is within the Urban Conservancy Shoreline designation of the Green River.

Location: The project site is located north of the terminus of 102nd Ave. SE and west of 104th Ave. SE in the City of Auburn, Washington. The site is located as a portion of Section 08, Township 21N, Range 05E, W.M. King County Parcel Nos. 3339400855 and 3339400690.

Statement of Consistency and List of Applicable Development Regulations:  This proposal is subject to and shall be consistent with the Auburn City Code, Comprehensive Plan, and Public Works Design and Construction Standards.

Lead Agency: City of Auburn

The lead agency for this proposal has determined that it does not have probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after reviewing a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. 

Public Comment Period:
This may be your only opportunity to comment on the environmental impact of the proposal. All persons may comment on this application. This DNS is issued under WAC 197-11-355; the lead agency will not act on this proposal for 15 days from the date issued below. Comments must be in writing and received by the end of the 15-day comment period at 5:00 PM May 30, 2024 to the mailing address of 25 W Main St., Auburn, WA, 98001 or to the contact email address below. Any person wishing to become a party of record, shall include in their comments that they wish to receive notice of and participate in any hearings, request a copy of decisions once made, and be made aware of appeal rights.
